Sprawozdanie z działalności Zarządu
Lubuskiej Organizacji Turystycznej LOTur za rok 2007
Lubuska Organizacja Turystyczna LOTur działa od grudnia 2004 Najważniejsze cele LOTur:
- Kreowanie i upowszechnianie wizerunku województwa jako regionu atrakcyjnego turystycznie w kraju i za granicą.
- Integracja środowisk samorządu terytorialnego, gospodarczego i zawodowego oraz osób, instytucji i organizacji zainteresowanych rozwojem turystycznym województwa.
- Zwiększenie liczby turystów odwiedzających województwo.
- Wzrost wpływów z turystyki.
- Poprawa infrastruktury turystycznej w województwie.
- Stworzenie regionalnego systemu informacji turystycznej oraz włączenie go w krajowe zarządzanie systemem „it".
- Inicjowanie, opiniowanie, wspomaganie i współpraca z lokalnymi organizacjami turystycznymi.
- Inicjowanie, opiniowanie i wspomaganie planów rozwoju i modernizacji infrastruktury turystycznej.
- Koordynacja działań promocyjnych podejmowanych w województwie.
- Stworzenie platformy współpracy podmiotów gospodarczych turystyki z władzami regionalnymi i krajowymi.
W 2007 roku podobnie jak w roku 2006 region lubuski promuje się pod hasłem:
„MODA NA LUBUSKIE"
Przygraniczne położenie województwa, sprawia iż priorytetowymi rynkami dla regionu lubuskiego są rynki krajów członkowskich UE, a zwłaszcza rynek niemiecki. Ważnymi rynkami dla promocji turystycznej stały się także rynki: ukraiński i rosyjski, ze względu na rosnące zainteresowanie naszym krajem i województwem, turystów z tychże państw.Lubuska Organizacja Turystyczna brała udział jako organizator lub współorganizator w imprezach targowych w kraju i za granicą m.innymi:
- Międzynarodowe Targi Turystyczne "Cottbuser Reise Markt 2007" 12-14 stycznia 2007r w Cottbus
- Ferien Messe - Wiedeń 2007 11-14.stycznia 2007 Wiedeń
- Międzynarodowe Targi Turystyczne FITUR 31.01-4.02 2007 w Madrycie
- Międzynarodowe Targi Turystyczne Caravan und Touristik Messe 2007" 2-4 luty 2007 Frankfurt
- Salon des Vacances" w Brukseli w dniach 8-12 luty 2007
- Międzynarodowe Targi Turystyczne HOLIDAY WORLD 15-18.luty w Pradze
- Międzynarodowe Targi Turystyczne „MITT 2007" - Moskwa,21-24.03 .2007 r.

Przypominamy Państwu, iż podczas szesnastej edycji największego w Polsce Międzynarodowego Salonu Turystycznego TOUR SALON Poznań 2005, województwo lubuskie występowało jako region partnerski. Po raz pierwszy zaprezentowaliśmy się tam pod premierowym hasłem na rok 2006 - „Moda na Lubuskie". Region nasz został wyróżniony prestiżową nagrodą za najlepsze pod względem marketingowym stoisko podczas TOUR SALON - „Acantus Aureus". Lubuska Organizacja Turystyczna wraz z Oddziałem Promocji Turystyki Urzędu Marszałkowskiego Województwa Lubuskiego do 16.04. 2007r., potem wraz z polskimi Ośrodkami POT za granicą brała udział w promowaniu i dystrybucji następujących wydawnictw:
- Informator Turystyczny-nowe wydanie, które zostało zaktualizowane i rozszerzone o nowe pozycje; wersje językowe: polska, niemiecka, angielska, rosyjska
- Folder „ Lubuskie Wita", wersje językowe: polska, niemiecka, angielska, francuska
- Folder „ Turystyka Aktywna", wersje językowe: polska, niemiecka, angielska, rosyjska, francuska
- Ulotka" Perły Ziemi Lubuskiej", wersje językowe: polska, niemiecka, angielska
- Ulotka" Gospodarka", wersje językowe: polska, niemiecka, angielska, rosyjska, ukraińska
- Ulotka "Lubuskie- duet-kultury i przyrody", wersje językowe: polska, niemiecka, angielska, rosyjska, ukraińska
- Ulotka "Lubuskie-atrakcje turystyczne" wersje językowe: polska, niemiecka, angielska, rosyjska
- Atlas Znakowanych Szlaków Rowerowych
- Folder „Hity Lubuskie „ w czterech wersjach językowych: polska, angielska, niemiecka, francuska
- Mapa Lubuskie das Urlaubsparadies vor der Tur w jęz niemieckim
Kolejne przypomnienie:Pod koniec grudnia 2004 roku został złożony wniosek do Ministerstwa Gospodarki i Pracy o dofinansowanie realizacji zadania jakim było napisanie Strategii Rozwoju Turystyki dla Województwa Lubuskiego. LOTur pozyskał środki finansowe, z których współfinansowano napisanie strategii. W wyniku ogłoszonego przetargu został wyłoniony wykonawca zadania. Strategia została przygotowana metodą ekspercko-partycypacyjną przez zespół konsultantów i ekspertów Polskiej Agencji Rozwoju Turystyki S.A we współpracy z członkami zespołu projektowego z LOTUR i szeroką reprezentację społeczną.„Lubuska Strategia Rozwoju Turystyki" jest dokumentem planistycznym z określonym horyzontem czasowym przewidywanym na lata 2006-2013, określającym główne priorytety polityki Regionu w zakresie turystyki, wskazując na konkretne działania oraz programy zadaniowe zapisane do realizacji.To dzięki działaniom LOTur województwo lubuskie posiada tak ważny dokument niezbędny przy podziale środków unijnych
Strategia określa specjalne obszary priorytetowe, określające ramy polityki proturystycznej Regionu oraz koncentracji podejmowanych działań w zakresie rozwoju turystyki. Priorytety zawarte w Strategii przedstawiają się następująco:
- Priorytet 1 Rozwój produktów turystycznych ziemi lubuskiej
W tym priorytecie określono działania:
Ø Działanie 1.1 Kreowanie atrakcyjnej oferty produktów turystycznych Ziemi Lubuskiej
Ø Działanie 1.2 Budowa infrastruktury kluczowej dla rozwoju silnej oferty produktów Regionu
Ø Działanie 1.3 Wzmacnianie konkurencyjności produktów turystycznych
- Priorytet 2 Przestrzeń i infrastruktura turystyczna
W priorytecie określamy działania:
Ø Działanie 2.1 Rozwój proekologicznej infrastruktury turystycznej
Ø Działanie 2.2 Kształtowanie i rozwój mikro przestrzeni turystycznych
Ø Działanie 2.3 Zwiększenie dostępności turystycznej Regionu przez rozwój systemów transportu
- Priorytet 3 Wsparcie marketingowe
Działania w tym priorytecie to;
Ø Działanie 3.1 Zwiększenie efektywności działań marketingowych prowadzonych w obszarze turystyki Ziemi Lubuskiej
Ø Działanie 3.2 Budowa spójnego i nowoczesnego systemu informacji i identyfikacji turystycznej Regionu.
- Priorytet 4 Rozwój zasobów ludzkich na potrzeby turystyki ziemi lubuskiej
Ø Działanie 4.1 Kształtowanie kadr na potrzeby obsługi ruchu turystycznego Ziemi Lubuskiej
Ø Działanie 4.2 Kształtowanie i edukacja młodzieży poprzez turystykę
- Priorytet 5 Wsparcie instytucjonalne
W priorytecie określamy działania:
Ø Działanie 5.1 Wsparcie instytucji i organizacji proturystycznych z obszaru Ziemi Lubuskiej
Ø Działanie 5.2 Tworzenie warunków do wzrostu zatrudnienia w sektorze prywatnym turystyki Regionu
Ø Działanie 5.3 Wsparcie przedsiębiorstw turystycznych Ziemi Lubuskiej
Ø Działanie 5.4 Wspieranie innowacyjności i kreatywności w turystyce
Ø Działanie 5.5 Rozwój systemu monitorowania oraz pozyskiwania informacji
Lubuska Strategia Rozwoju Turystyki na lata 2006 - 2013 została przyjęta Uchwałą nr XXXVIII/276/2006 jednogłośnie podczas posiedzenia Sejmiku Województwa Lubuskiego 6 lutego 2006 roku„ Lubuska Strategia Rozwoju Turystyki na lata 2006-2013" oraz „ Audyt Turystyczny Ziemi Lubuskiej" to dokumenty, które powinny się przyczynić do:
1. efektywniejszego wykorzystania funduszy strukturalnych;
2. dynamicznego rozwoju turystyki wodnej;
3. aktywizacji i rozwoju uśpionych turystycznych miasteczek lubuskich;
4. integracji obszarów turystycznych regionu;
5. integracji działań;
6. rozwoju oferty prywatnej;
7. poprawy konkurencyjności firm istniejących;
8. wzmocnienia wizerunku Regionu w Polsce i Europie Centralnej;
9. przyspieszenia rewitalizacji i rewaloryzacji wielu obszarów, miejsc, zabytków;
10. aktywizacji rozwoju infrastruktury proekologicznej;
11. ułatwienia w tworzeniu nowych „ zielonych" miejsc pracy w Regionie;
12. wzrostu skali inwestycji w turystyce;
13. powstania zintegrowanych sieciowych produktów turystycznych. Strategia jest dokumentem ważnym ,który nie powinien leżeć na półce a powinien być wdrażany w życie i o tym wszyscy musimy pamiętać!!!!!!!!!
W roku 2007 zostały podjęte przez LOTur także inne działania promocyjne:
Udział w konkursach organizowanych przez POT w ramach kampanii promującej turystykę krajową:
- Najlepszy produkt turystyczny regionu
- Agroturystyka i ekoturystyka
- Ścieżki rowerowe
- Pomoc w utworzeniu nowych Lokalnych Organizacji Turystycznych
- Pomoc przy tworzeniu nowych punktów Informacji Turystycznej
- Nawiązanie współpracy z regionalnymi organizacjami turystycznymi w ramach Forum Regionów i Forum Miast ( bieżące opiniowanie dokumentów przesyłanych przez POT, Ministerstwo Turystyki, Forum Regionów)
- Działania związane z wdrażaniem „Strategii Rozwoju Turystyki Województwa Lubuskiego";
- Przeprowadzanie podczas targów badań marketingowych dotyczących ziemi lubuskiej;
- Wydanie materiałów promujących walory turystyczne województwa lubuskiego: folder„Hity Lubuskie" w czterech wersjach jezykowych, mapa Lubuskie das Urlaubsparadies vor der Tur w jęz. niemieckim.
Lubuska Organizacja Turystyczna LOTUR współuczestniczy
w rozwoju istniejących oraz kreowaniu nowych produktów turystycznych m.in. tych nagrodzonych Certyfikatem Polskiej Organizacji Turystycznej.Wśród nagrodzonych są:
„Bunkry i Nietoperze"
„Przystanek Woodstock"
„Rzeczypospolita Ptasia"
„Noc Nenufarów"
„Lato z Muzami"
„Winobranie"
W 2007 Lubuska Organizacja Turystyczna za zgodą właścicieli produktów zgłosiła dwie propozycje:
1.ZIELONA KRAINA ZABAWY I WINA EUROPEJSKIE OGRODY SZTUKI
2.FORTYFIKACJE I MILITARIA
Oprócz tego zgłoszone z regionu lubuskiego są jeszcze dwa produkty
1.DNI ZIELONEJ GÓRY _ WINOBRANIE
2.portal turystyczny www.ziemialubuska.pl
LOTUR mobilizował organizując kampanie internetową do głosowania internautów na najlepszy produkt., nagrode internautów uzyskało także Winobranie Kapituła przy POT wyróżniła tylko jeden tj. Winobranie
Lubuska Organizacja Turystyczna LOTUR ściśle współpracuje z Polską Organizacją Turystyczną, a co za tym idzie podejmuje wspólne przedsięwzięcia promocyjne.
- Udział w międzynarodowych targach turystycznych poza granicami naszego kraju.
- Działania związane z procedurami przyznawania certyfikatu POT atrakcjom turystycznym.
- Wdrażanie Internetowego Systemu Informacji Turystycznej (ISIT)
- Przekazywanie informacji na temat produktów i atrakcji województwa lubuskiego.
- Tworzenie banku zdjęć.
- Partycypacja w wydawnictwach.
Jednym z priorytetów działalności LOTUR jest rozwijanie sieci punktów informacji turystycznej w województwie lubuskim. Sieć ta systematycznie się powiększa, zapewniając profesjonalną obsługę turystyczną osobom zainteresowanym atrakcjami turystycznymi naszego regionu.
Dnia 23 stycznia 2007 roku w Warszawie po raz kolejny zostało podpisane Porozumienie o współpracy pomiędzy Polską Organizacją Turystyczną a Lubuską Organizacją Turystyczną LOTur.Przedmiotem porozumienia jest współpraca między organizacjami w celu realizowania promocji turystycznej województwa lubuskiego w kraju i za granicą.
Polska Organizacja Turystyczna uznaje, że LOTUR jest jej głównym partnerem instytucjonalnym na terenie województwa lubuskiego.Współpraca następuje poprzez realizację działań i tak w 2007 w zakresie między innymi:
- Wydawnictw promocyjnych- hity Lubuskie czterech wersjach językowych - Organizacje i przeprowadzenie audycji reklamowych w Radio PLUS
- Wsparcia administratorów regionalnych „it"
- Szkoleń w dziedzinie „it"
- Szkoleń i warsztatów w dziedzinie produktu turystycznego
- Udziału w stoiskach narodowych na międzynarodowych targach turystycznych.
Oprócz działań przedstawionych wyżej LOTur w 2007r:
1. Przyjęła patronat dla czterech imprez turystycznych w województwie
2. Wzięliśmy udział w kilkunastu konferencjach turystycznych organizowanych na terenie kraju i województwa
3. opiniowaliśmy pozytywnie wzory tabliy E-22b przedstawiających atrakcje turystyczną na szlaku samochodowym
4. W ramach partnerstwa do projektu Turystyka Wspólna Sprawa tworzymy i kreujemy nowe produkty turystyczne w naszym regionie więcej informacji w dodatkowym dokumencie.
5. Uczestnictwo w kampanii Odkryj Nasze na Nowo, strona redagowana we współpracy z TVP2 www.odkryjnasze.pl
6. W dniach 17-19 października w Zakopanem odbywa sie konferencja
Popularno-Naukowa nt. "SZLAKI TURYSTYCZNE A PRZESTRZEŃ TURYSTYCZNA".
Lubuską Organizację turystyczną reprezentował na tej konferencji pan Jarosław Wnorowski ( przedstawiciel miasta Zielona GÓRA-członka LOTur) z prezentacją pt Lubuskie szlaki turystyczne a przestrzeń turystyczna.
Lubuska Organizacja Turystyczna LOTur prowadziła w 2007 na stronie internetowej bieżące informacje o działaniach promocyjnych, obiektach hotelowych, gospodarstwach agroturystycznych www.lotur.eu
